Public media – to what extent they should be transparent according to Polish courts?
Poland is a democratic country with freedom of speech and free media. There is however a wide-spread phenomenon on the local level that somehow counteracts strengthening transparency and accountability of the local authorities and the empowerment of citizens.
Polish government attempts to limit access to public information
On the 5th of July 2011, Polish government accepted a draft of a new law on access to public information. The reason for updating the existing Act that is 10 years old, was the implementation of the EC Directive on the Re-Use of Public Sector Information. The promise made by the government after almost three years of discussions on whether the existing rules should be changed, was to add only provisions concerning the re-use of public sector information.
Public Money for Ecological Education
National Fund for Environmental Protection and Water Management is an administrator of the funds for ecological education. In 2011 this money amounted for PLN 46 million (over EUR 12 million).
